Yes. The U.S. Department of State has established through international treaties, a non-immigrant visa category that allows foreign nationals from certain countries to enter the U.S. for business or investment purposes. E-1 & E-2 are non-immigrant visas which allow an alien to come to the U.S to invest in a new business or to purchase an existing business. In addition, an individual investor or corporation may also come to the U.S. to start-up a subsidiary company or a new U.S. company based on common-ownership under L-1 visa.
